No clue how they do the backend but it's possible certain dungeons spin up to certain servers. So say Unrest, Crushbone, Mistmoore, and Befallen all spin up to the same server, which is overloaded, but Blackburrow, Permafrost, Runneyeye, and Sol A spin up to a different server that's less crowded.
