I agree with the other posters, best bet is a power meter where you are monitoring the load on each breaker. One thought before that: do you have a water softener? Timing-wise, seems roughly when they usually get set to recharge. Load is way high for that, but maybe it's got a higher impedance...

Did you get one of those Midea U shaped window units or something else inverter based? If so, I'd say it's plausible that it'd be that low since it's supplementing your whole home unit. Have you considered a portable ac unit for your son? They're a little noisier since everything is indoors...
