Destiny has more aim assist on mouse than it does on controller, the devs themselves have written multiple articles about how they handle it. You are probably talking about reticle friction (when something moves in front of you and drags the reticle) which is not the same as aim assist.

Input preference isn't generally a problem in Destiny. People hate D2 PVP because of ability spam, not gun shooting. Sniping used to be a problem on controllers but multiple nerfs buried them.
