There was a vocal minority on the Steam forums for the game that want a PVE mode. Tarkov did it so I'm not sure why they couldn't do it for this one. I personally believe there is ton of money to be made from a PVE extractor.

There is a PVE extractor, and it's been doing fairly well. I think that is where all the money is for this genre.

The thing about this game that irks me is they say, we'll match solo's with solo's but you may get groups. You shouldn't be going up against groups at all if you are solo.
