Are there any good sites where one can get tips/suggestions for one's programming questions and quandaries?

I've used Stackoverflow, but I'd prefer a place whether they aren't so strict as to what one can ask.

/r/programming is the worst fucking place in the world. It is the most biased, uninformed subreddit I have ever read. I think 9/10 of the posters on that subreddit aren't actually professional programmers just people who have a passing hobby and/or are 1st year CS majors before they drop out and move to business degree. I like reddit in general but you need to pick and choose some communities there. And /r/programming sucks. Actually I find many online programming forums really trash and heavily biased by a small minority. So if you post something counter to the circlejerk of their community you'll get berated endlessly.

Use specific language reddits like /python or /cpp or /ruby or whatever. There is always the channels on freenode as well.
