I don't think he was drunk, or at least that wasn't one of the charges. He was just driving super-fast, in a car that a young kid shouldn't own and ended up turning his best friend into a vegetable.

EDIT: Just Google'd it, apparently he was over 0.02 alcohol while under-age, so I guess drinking was at least a factor.
