it's personal preference, i like being able to keep SB up 100% of the time but not at the expense of losing too much mastery. if you cant keep 40%+ mastery i wouldn't bother trying to stack haste since the SB doesn't mitigate enough to make it useful.

its a little different since demonblades is the classes (only?) resource builder that funds all of your other abilities where as with devastator while it does build rage it isn't your only option for snap rage building you are still juggling revenge/tclap/ss/ip/other cooldowns.
