I didn't get to see the game, but based on how many times Tannehill is getting sacked I cannot imagine the O-line is helping him much. Is Tannehill that bad or does he just get no protection?

You can only blame your offensive line so much, when you're the most sacked QB in the league part of the blame goes on you as well. Not to mention throwing a pick6 and fumbling with 4 minutes left in the game kind of ruins it.

Play calling factors in too (in general, not watching the Miami game). I've seen offensive (edit: coordinators) call plays for rookies that takes too long to develop and require reads like they had Manning or Brady back there.
