2005 only had one QB taken in the top 20 in Alex Smith at #1, and then no second QB until Aaron Rodgers at 24. Sure, Rodgers is a toxic diva now, but every other team in the league would have traded for him in a heartbeat fifteen years ago, and the Packers didn't even need Rodgers in 2005 and he only served as an injury fill-in for the next three years.
Jason Campbell was then selected with the next pick, so 2025 still 'wins' in terms of worst QB drafting, but sometimes teams just don't need QBs AND the QBs aren't regarded as very good.
Edit: I still think he goes 33 (as in someone trades with the Browns for the pick).
