As far as strictly modifying an existing image, ChatGPT is probably the best. Most of the others will let you upload images and you can get a rough description to prompt with but you'll get nothing but nonsense maps back from it.

I'd like you to help improve this map of a wine growing region and watershed. Don't change any of the existing data in the image, but fill in the white space with borders and cartouches with a grape vine, wine and natural resources (soil and water) theme
