in that scene Thor admitted, that if you can lift the hammer then you are king of Asgard. Cap doesnt want to be king. he is the underdog caricature, he fights for the little guy because he once was the little guy. figuratively and literally. if he lifted the hammer there would be a conflict with Thor because Thor is all ego and having a rival would cause a lot of problems. problems that Cap wants no part of. Tony was all ego too, it meant more for him to lift Mjolnir than it ever would for Cap. if that doesnt convince you, then the script said Cap doesnt lift Mjolnir and Feige said Cap was always worthy to lift Mjolnir. so offically, Cap didnt lift Mjolnir because he didnt want to cause issue with Thor, which sounds like something Cap would do.How is it "respectful" to lie to Thor? There's absolutely no reason for him to pretend to not be able to lift it.
