9 times out of 10 its because the JP games have less text, which cuts down their overall run time

Yeah. A lot of the time the text is way faster in the Japanese versions and it can save minutes off the time. I think in one of the big RPGs they did it saved like 40 minutes once.

There's also different glitches in various versions.

That Quake run was nostalgia overload. I remember downloading in game demo files of various Quake speed runs back when Quake Done Quick started. Watching the action directly in game instead of in a video was so awesome.
