If the problem is still occurring, clean boot and see if some program/malware is doing it.
Almost every time I clean malware and viruses off someone's computer, I find that the proxy settings have been fucked with. Might want to reset all of IE's settings to default in addition to checking for malware.

So my cousin's computer is stuck rebooting and I can't figure out what the problem is.

He is running Windows 8 (not sure if it upgraded to 8.1 or not) and the computer will boot up, look totally normal, and then about a minute later it just reboots. I am stuck as to what to do cause I can't even get any time on the computer to try and figure out what is causing it. Any ideas on where to start?

Assuming you aren't able to view the Windows system logs prior to the reboot, you can always try to:
1) Run diagnostics such as memtest using a boot disk/usb drive - if those fail, it's a hardware issue
2) Restore Windows to a date before this started happening
3) Reinstall Windows
4) Try running Linux from a live CD and put it through more diagnostic tests on that platform to stress various components

It's RAM or PSU. Reseat the RAM and power connectors. Can try remounting the CPU cooler.

Sorry for the late update. I tried everything I could but it never stayed up long enough to fix, and I couldn't even get it to Safe Mode. So I had the brilliant idea of simply connecting his HD to my computer as a slave drive, pulling whatever files he wanted saved from there, formatting it and instal Windows 7 (he hates Windows 8). I was absolutely astonished when my computer booted up and loaded in Windows 8 with his profile and everything. My shock was due to a couple facts. First being that it completely bypassed my C drive and went to this one to boot up. Second was that I have never known a HD to have an OS setup on another computer be able to be plugged into a completely new computer and actually boot up.

So I try to start troubleshooting it and the exact same thing happens and it reboots. Good news is I can eliminate any hardware problems from his computer, except for the HD. So I borrowed a HD Sata enclosure, plug it into my computer VIA usb, and then go about looking at the hard drive. It immediately wanted to run a scan on the HD, and it turns out there was a bunch of bad sectors on it that it repaired. So now I removed all the files from his computer that he wants, and formatted it.

Now I am just going to plug it back into his computer an install a fresh copy of Windows 7 and be done with the damn thing.

This is hindsight, but you could've checked out the system logs and they would show hardware errors around restart times. I had this happen to my PC and I was able to pinpoint it using that. I wasn't able to repair mine though.

Ok so im going to get the GF a new gaming laptop since shes been wanting to play diablo 3 anyway, whats a good price point? all i want is the specs to play D3 i have no idea how to figure out laptop shit im looking on newegg for pre built laptops, but i cant find any good info on the graphics cards they come with.

For a gaming laptop you're looking at $1300 on the low end probably. It's been forever since I've looked.

Look at the Asus G-series laptops, Sager, Alienware if you're a moneybags.
