Sounds like a good change, they're just not nerfing everything to shit until rifts become a decent alternative but also buffing rifts. Makes it so running rifts is more efficient than chaining bounties on whatever too, so that's good. I assume 25% is 25% more of whatever chance to find a leg you have on your current difficulty, and not 25% MF, that'd be way too fucking shit and since they specify legendary it's probably not MF(which works on rares too).
I just wish they wouldn't hold all their bug fixes and changes until their first major patch and patch that shit more often. Stuff like Shield Bash desyncing on Jailor should have been fixed right away, even if it meant having some downtime for a real patch, and the list of shit they said is "fixed next patch" is piling up with quite a lot of important ones. Hopefully next week.
Only concern about the hotfix is, they haven't nerfed chests droprate(that's good), only certain areas. I'm not sure how long it'll take people to find a new area that has a high chest concentration and just farm that. Hell the crypts run I was doing I don't think was affected, since it's quest reward chests and the areas already had shit for chests anyway(generally one chest per crypt and a bunch of shitty jars that barely even drop gold). Guess those runs were a lot less efficient for lower movement classes though.
