I actually created another account so I could play heroes that I have NFC how to play like Meepo or Invoker without being matched to people in my current skill set. Truth be told I usually play with my comfortable heroes (like Clinkz, Weaver) and are now matched in higher brackets. If I play heroes like Meepo or Invoker I would screw up other people in that bracket by loosing for sucking.
And yes, I've played with bots, I can faceroll with any hero against brutal bots.

Game 5 of the Dreamhack Invitational NTH vs Dignitos...I have no words to describe the massive balls of both teams. Possibly the craziest and most intense ending of a DotA2 game ever IMO

Here is the last few minutes or so. This is about when the madness starts, the rest is good but nothing amazing. About two minutes prior to this Dignitas go for rosh and NTH knows they cant contest it. After they take rosh gyro buys a divine, at 28 minutes, without a BKB

Uh, so? A little less damage from toggle, but still get HP, regular dmg, and some attack speed. It's a good item on many heroes.

I think picking armlet on PA isn't the worst thing you could do, but its pretty far from the best use of that gold, putting it towards a BF would be a lot wiser or a BKB or a Helm of the dominator.
So berating a PA for taking it is a bit much but still... unless you want to get cute with the health bonus on activate its a tad wasteful.

The best choice in every game isn't to go for a 6 slot super late game farm, armlet is by far one of the best items for its gold cost for midgame fighting. The opposing team lineup, the rest of the pa's team lineup, all these things might dictate armlet being a very strong choice, especially on PA - she's extremely hp lacking early on, and the armlet is nothing to shake a stick at. Plus toggle micro is strong early on especially with a fast armlet.
TLDR; Item builds in dota are a lot more fluid and game dependent than might be first apparent. There isn't a best build so to speak, it all depends on how any given team comp can leverage its current gold against the opposing team and their current gold. Linken's for example is a great item, but its most powerful when there is multiple heroes with spells it will block, but not an entire team full. A team with 4-5 single target spells are gonna pop your linken's so fast that you just die under the total chain - BKB is much better in that situation. But if the opposing team has 1 or 2 options to open on you, disabling half of it is very strong.
