I think VT is a little worse than Time was but I feel like Luclin is a better TLP expansion outside of raids. PoP is a much shallower expansion than people remember.
Having done all of Agnarr in retrospect I think Luclin was probably my favorite expansion of the "clasic era" of EQ. I had a lot of nostalgia for Velious, but actually raiding it for 3 months I came to not really like it, lot of very long and annoying raids, frequently combined with abject boredom.
That being said, PoP actually has a massive amount of content but most of it gets trivialized due to the nature of AoC TLPs. In era people loved all the T1-3 content because only a 1-2 guilds ever did VT in era on each server, so unless you were in that guild you likely were not in full VT gear. Further, with longer respawn times on raid mobs and lack of AoC, even the top guilds went into PoP with a lot less gear than modern AoC TLP guilds.
When any scrub guild can get into elemental planes pretty quickly, and has access to doing the easy EP bosses like Fennin/Coirnav each week in an AoC, not to mention the mini bosses and all their loot, it makes PoP look a lot thinner than it did when people were living in the lower tier planes and damn happy to get Ornate armor and shit like that.
