If it works and produces a good game I'd call that a smart use of resources. Why waste time and budget remaking shit you already have when you could instead use it to make new stuff. A valid criticism and gripe. No doubt. But none of that changes the fact that the game is still enjoyable to a healthy number of people. Some DLC is fucking AWFUL and it costs 25 bucks. Is that fair? Asset reuse is generally a decision you make early on for a budget title, and maybe this really is only a budget title being sold at full price. The recent spate of Total War games since CA was bought about by Sega have been buggy/unfinished as fuck. Heroes of the Storm? Hearthstone? WoD? Diablo 3? Blizzard is sucking Activisions cock right about now.
