Q1 2024 makes sense. I was pretty much expecting them to give XVI a year on its own anyways.

I think it's more likely that most of the progress won't carry over. Having all of those levelled materia and weapons moving over as the new baseline would be weird. They'd have to raise the weapon level cap/introduce more spheres, which I guess is fine, but they'd also have to introduce a bunch of new spells/abilities. They already have most of the base materia from the original in the game.

Word is due to the Steam Summer sale coming up Square applied that eventual sale price as a release discount due to Valve rules since they would not be able to change it later.

It isn't that bad, the first game is a fully fleshed-out game. I got like 70 hours out of it. Just think of it as another game series, just one transpiring in the world of FF7.
Wish we'd get FF10-3 already. They said it was being worked on a few years ago, then nothing. Wonder if it's even still in development. Likely very early if so. Have a feeling FF7R-3, FF10-3, and FF17 are going to be their big three in the latter half of the 2020's. Probably in that order.

There's a novel and audio drama with post X-2 stuff already. Universally bashed as going off the rails and being uncreative.

I don't know. IIRC the guy who was in charge of FFX wanted to do an FFX-3 and had gotten the greenlight for it...a while ago.
There's still plenty of story to mine out of that world. Probably one of the best FF worlds they've created.

This would be perfect.
Start the game with the Nibelheim flashback. When it ends there's tension in the air and questions are being asked, Tifa is acting off... then Barret screams "WTF where is all our materia and gear!?" camera pans to a hooded ninja running through the streets of Kalm with everything.
You get it all back after Wutai which would be near the end of the 2nd game.
