There's no fucking way they cut THAT MANY abilities. Shit would just entirely ruin the combat. They'd have to cut several combos, oGCDs and cooldowns on every single class to fit, and even then it'd be a tight fit with all the necessary skill for normal raiding stuff(healers have 2 single target heals, one aoe heal, one instant heal, a dispel and rez for example or tanks having one strong cooldown, one medium cooldown, one weaker cooldown and provoke and such).
It's just much more likely that the bars were preset stuff from gamepad usage to keep track of cooldowns, or other random shit or the guy is low lvl or in the process of setting up bars or is a retard(remember this is a general press event, not a FFXIV fanboy only event, a bunch of these ppl have never played XIV or only played ARR up to 35 in the free trial a week before getting flown in for their job).
I do expect some pretty decent cuts though, I think they'll definitely aim for 32 abilities or so, and for some classes that means 5-8skills being cut(with an additional 2skills from new expansion especially). But there's a lot of bloat with role action skills ever since they removed the limitations on them, and I see most of them just getting removed.
