You're right, games that require ongoing costs to maintain should never expect to make money to cover those costs.
Why can't they offer more content for money?
I'm not married to any particular model, but the fact is that if the expectation to pay $400 annually for a B+ shooter, when they are normally $60, there better be some sort of value.
Compare to say DDO that just comes out worth new dungeons/quest packs instead of large expacs, OK, fine. You want the content you can pay for it... OR subscribe. They actually produce value. The llamas in this game are just "pay to skip ahead" gimmicks. It's only mitigated by such sheer randomness that it's unlikely to create a permanent class of "haves" vs the pay-nots and the fact that it's entirely co-op so obvious imbalances don't directly "hurt" the non whale and in many cases can help.
