It's a scam. Saudi Arabia has only 2 classes, super wealthy and dirt poor. The wealthy aren't indigenous people, they conquered the population and worry about getting ganked. So SA has a super long history of placating those indigenous folks by promising massive public works projects especially housing to rise them up out of squalor. Benevolent Benefactors!
So they promise the money, break ground, give people jobs building new towns & cities and about half way thru the money always dries up, the building stops and the desert swallow up the abandoned project.
There are unfinished towns and small cities buried all over the country, this has been going on for 40 yrs. The pictures you are posting will be filled with sand in 10 ys.
