I've seen that before. Supposedly it was caused by a high voltage accident where the current grounded through his feet. There was a video with him scraping off that dead skin after soaking it in some kind of acid solution. That was way worse than the photo.

The foot is a simple fungus. Curable with a week of any anti-fungal creme. Letting it get that bad just shows the owner of said foot is a fucking moron.
