That looks like a SpeedSafe style opening mechanism. They are certainly not illegal. SpeedSafe uses a torsion bar, which is not the same as a button and spring switchblade. Nor is it a gravity knife.
The Kershaw Ken Onion designed knives are very nice little pocket knives. I've owned a couple of the Kershaw Leek model.
