I've been wondering more and more if population growth , especially in the west, is contributing to the water issues. As in effect if your population grows at X% a year either rainfall has to increase by X% or water efficiency has to increase by X% otherwise you will be in an unsustainable slide towards "out of water".... Regardless of weather patterns and rain/snowfall.

Wells sunk to supply water for fracking has been the major factor in the drying-up of aquifers. It's one of the reasons the UK is against allowing fracking; despite having a climate closer to New England than California their fresh water supply is much smaller. Fracking works by opening fissures in the underlying rock, which can also provide a route for water to seep out of aquifers; that is on top of the huge amounts of water required for the fracking process itself.
