I couldn't find a better pic, but we have something similar in Sacramento. You can't see it that well, but the white thing further up the lane is a big block of concrete that buses can pass over, but a normal sized car is going to get ripped to shreds on.
The headline is because people are retarded and assume that just because the lane is there that it can instantly be used by all buses. In reality, buses going both directions will use that lane, so it requires coordination with the lights, drivers, etc. They are putting that stuff in place now.
