Nice. My first thought is "DHCP issue on PXE boot. Probably didn't get an IP from the cellular router. I wonder if the router is down or if it's just a problem with the DHCP service. If they can't ping the WAN, hopefully they have a managed UPS, otherwise they'll have to send a truck out." I need a life.
That's a common error to see with disk or controller failure, too. Unless it was disabled the mobo will fall back to PXE boot if nothing else is present. Could be as simple as a dead block storage device.
