Taco bell says he was licking taco shells intended for "training" (implying they wouldn't end up consumed by customers, I guess?) and that the photo was a response to a contest asking employees to show themselves enjoying a new product. The photo wasn't submitted for the contest (it "violated the spirit of the contest"), but it ended up online anyway, and the rest is history.
