Trump yard sign rigged with razor blades left town worker needing 13 stitches

This law sounds retarded, unless I misread sign was in middle of the yard, why was muni worker going into people's yards, because of stupid law.
12 feet is standard lane width, so 21 feet from edge of road before it's legal? notice they don't tell you the actual distance to the road which seems to be 12 feet
