According to Reddit, "What happened is driver suddenly tried to drive away as soon as he saw police, so officers asked him to pull over which driver didn't do. After a brief chase they forced him to stop. Driver was drunk and went "i know my rights im not giving you anything i am not leaving car fuck you". Breaking a window seems like an overkill but well, whatever works."
