The phrasing seems clunky, but I'm sure that's only because something was lost in the translation

The phrase "so near the goal" has an implicit connection to sports; what is lost in translation is the fact the phrase itself should be a "sports term". If you heard that phrase absent any context you would still think "soccer" as a native speaker. The juxtaposition of the phrase and the golden arches... well it's more about commentary than lols, so it seems on par for political comics.
