What kind of facility is that? Clearly something that requires a lot of cooling, but non-nuclear; it's got a single chimney stack and a hell of a lot of cooling towers. Natural gas, maybe?

There is no specific plant design for a specific fuel. Some power plants burn natural gas and no.6 fuel oil, or burn garbage and can have similar stacks to a coal fired plant.
Cooling towers don't have to be a specific design either, the Simpson's cooling towers are usually needed when the water consumption is massive.
