This is not true. Serrated edges on swords, daggers, etc is fucking great. They are also just holy shit difficult to maintain. Especially in a medieval society.Serrated edges on weapons make as much sense as hitting eachother with fucking nerf bats. The way those ballista bolts are shaped would make them have less penetration power than if they were just straight edged. The barbs that real weapons utilized were to keep them from being pulled out from the point of entry, resulting in additional damage when removed by pushing them all the way through. Those bolts from the episode would only be useful if you were trying to cut a fucking steak.
It's just another "yeah, but it looks cool!" decision that has plagued this series.

if you had modern machinery, but for some reason guns stopped working. yes, you would want a serrated sword, or chainsword.
now, barbs facing a target on a projectile is a problem. yeah, stupid. barbs go in easy, come out hard.
Tridents on spears are for more surface area versus smaller animals, notably fish.. larger surface area, is useless versus larger fish... and dragons.

What is it you think a serrated blade would be better at than a a normal blade? Serrated edges are for sawing at things, not slicing or piercing. All those serrated edges are going to do for you is diminish the force behind the cut, resulting in less lethal damage.
There's a reason these types of weapons weren't used by any group that had access to decent smithing methods and maintenance concerns and ease of manufacturing are only half the reason.
And a chain sword? Really? Might as well be using a phaser.
