Hey look, yet another Bad who keeps mentioning Sony without mentioning Microsoft.The problem here is:
1) No game in the history of console games since hard drives became a thing has actually performed BETTER off of the disk, rather than with a full HD install
2) This game is the .001%(only game, ever) of games that performs better off of a disk than with a full install to a hard drive, and Sony/Rockstar didn't warn anybody about that fact before they bought the game.
Whether it's Sony's fault, or Rockstars fault is irrelevant(actually both are a bit to blame), but it's poor customer relations/service regardless to not make that knowledge known to everyone who is looking into purchasing the game.
The speed of the damn hard drive is irrelevant, nobody who has done any console gaming in the last decade would ever assume that playing from a disk would be a better option than installing to a HD, regardless of HD speed. A 5400 RPM hard drive still transfers data MUCH faster than a DVD/Bluray disk drive. The fact that the developers designed the game in such a way as it directly contradicts traditional knowledge, and not letting people know that ahead of time, is beyond shitty.
And if you're talking specifically PS3, like you were trying to, that simply has never been an option.But full HD installs have always been a better performance experience compared to playing off of a disk. I've fully installed every game I've ever played on my 360 since it's launch. It's never required, but it's always the best option.

Seems odd, then why does the PS3 have 500GB HD options, what is that space possibly used for?

This is the main problem. While people can remove disc 2 data from Xbox, the people that bought the game on PSN got a sub-par running game with no warning that it wasn't optimized to run off the HDD. All the other PSN games run fine off the HDD so people had no reason to think GTA would be any different.PS3 owners were not told anything, and digital game purchasers have no way to correct the problem that they were not forewarned about.
