All good points. There are no easy answers. Rather than relying on a patients primary care physician we could require people to submit to an ability test and psych evaluation before being able to have a license to purchase a gun, and require them to take a test every year. Not sure if that is too much cost and not enough coverage, however.
A psych eval for every gun owner in the US every year? No way that would be funded, your talking 100-200 million people.

I think an annual eval would be a bit much. I would probably be ok with an initial eval and abilities test. Something similar to a driving test with a written portion on your states SDA laws and gun saftey.

I am not sure about other states, but in Oklahoma if you were born after 1972 you have to take a Hunters Education course in order to get a hunting license. its been 20 years since i took the class, but it was 3 evening course taught by 2 OK Dept of Wildlife wardens. It was a damn good course, it focused on gun saftey and hunting regulations. I would be totally ok with something like this set up in order to get a firearms license. I still dont like the idea of registration, but i think licensing is just fine and i think it would weed out a lot of the irresponsible gun owners.

I'm a-ok with licensing and periodic renewals. The work I needed to put into my concealed carry permit made a whole lot more sense than simply being able to buy a gun following 30 minutes of boilerplate and a phone call. I'd like licensing even more if it was federal and superceded the arbitrary state-by-state reciprocity on concealed carry and bans on suppressors, SBSs, and SBRs.

Level I License: Revolvers and Bolt-Action, 10 year renewal
Level II License: All SA handguns and rifles, 5 year renewal
Level III License: Concealed Carry, 3 year renewal
Level IV License: supresssors, SBS, SBR, 1 year renewal

Thing is, some gun people would start screaming that amendment-conferred rights shouldn't require licenses...

I in *NO WAY* support a psych eval for gun owners. I think it's a horrible idea and wouldn't work. But, if such a stupid thing ever came to be, I'd expect the gun owners to pay for the psych eval, and for insurance companies, Medicaid, etc, to in no way pay for that.

I agree, having some sort of psych eval tied to gun ownership would not work. It is just way to slippery of a slope. People wrongfully being denied access to guns, doctors who rubber stamp anyone willing to pay a fee (like we see with medical marijuana), just to many variables. What about some sort of gun/ammo tax that was devoted to funding mental health research and treatment?

I agree, but that hasn't happened to this point and I don't see that happening now. If some sort of "concession" is needed on the part of the pro-gun crowd I would much rather see something that addresses the root-causes of the problems that have fueled this latest round of gun-control debates rather than another AWB or what not. Seems like a measure that allows the (reasonable) gun control people to say they accomplished something while also not further infringing on gun owners rights.

How about a check box on the 4473 form stating "I would like to donate $5 to blahblah mental health fund"

I know i always donate a few bucks to my state department of wildlife when i efile state taxes just because it is on there. That would go a lot further than a mandatory tax.

Yeah, but again, where is the line on that. It is hard to classify who exactly qualifies as "dangerous".

Also, this borders on "Will this be spread to other areas?" like "If you are on certain meds you can't rent a car" or somthing. Then we go down the road of "Will people not seek help when they need it because instead of just being socially mocked, they are now legally ostracized from things too now?"

Blah, blah, blah it is a real dangerous and sticky area which we still don't know as much about or handle as well as would be nice.

I believe psych evaluations are needed (if there is no existing history), but you would need protections for the evaluators and some manner of appeal process. I'm pretty sure the people most fearful of this are the infowars true believers (zomg, gmos are part of the conspiracy to allow the UN to take over America!!!!)

I don't really see a problem with this. I cringe every time I go to academy and watch some jackass at the gun counter waving a glock around.

Don't know if we need to worry so much about the guys in the level 4 group...they spend a good chunk of change on those bad boys, pretty sure they won't do anything to compromise them

Also psychological evaluations are a terrible idea. "For every doctorate, there is an equal and opposite doctorate." There is ALWAYS someone willing to say the opposite, ESPECIALLY in psychology. You'll have behaviorist disagreeing with humanists, and so on. We can't even agree on what makes a person "healthy" or "normal" mentally.

Its about as stupid as letting pedophiles out in society but requiring the community at large to be informed of their presence. If theyre so damn dangerous that everyone has to be on guard and they cant live near where children congregate then they shouldnt be out in society!
