And guess what, that changed too. They had reasons for them not being in Civil War that are MCU canon and not just what some writers thought. If you think they weren't planning Civil War while they were making Avengers Ultron, you are wrong. The Russos did both films. So they had already written Thor and Hulk out in AoU before Civil War.
