No, I'm pretty sure he already has all he needs to arrest J49 if he were an undercover cop. The point is, what the dude is doing for Johnny is illegal, and if arrested, he could potentially flip on Johnny to get a break. As the end of the hooker supply and demand chain, Johnny has nobody he can flip on and would get no deals.

Don't have to be a lawyer to know about doing dumb things. The only reason Johnny hasn't already been arrested is because it sounds like the Camden police don't really give a damn about prostitution. But it's risky enough breaking the law with one other person who could fuck you over with the cops, and now you've brought in a third party. And you can run that little song and dance about your girlfriend, but any cop who gets a bug up his ass and figures out what Wolf is doing will be arresting you, not Capri and not Wolf, you.

I mean it's bad enough that you're spending so much time with STD ridden street whores, but you're also dealing with drug addicts which is probably the biggest no-no there is. You're breaking the law with people who are already under police scrutiny. I want to stress again that the only reason you haven't already been arrested is because the Camden police must not care. But in the circle I used to run in, if it became known that a woman was doing anything more serious than marijuana, she got ostracized Athenian style.
