This does not apply to contact against a runner, unless the runner is still considered to be a defenseless player, as defined in Rule 12, Section 2, Article 9.

That isn't an either or it has to be both. Forward progress was not stopped as falling forward is by definition forward progress, thus being in the grasp of a defender is irrelevant. Clean tackle.
