One of the replays I seen showed pretty clearly the ball was breaking the plane, but I know if they aren't "sure" they stick with the ruling on the field, however, you are correct it should have at least been forward progress.

@Robert- I agree it is as bad as when the secondary commits PI and puts their hands in the air like "I didn't do anything" as if they aren't making it even more obvious. Where do they get that from? Stupid.
