A lot of it is actually on Baalke, honestly. He had an amazing 2010 and 2011 draft, but he hasn't done jack shit since. Just like every franchise that sees a period of success that lasts a few years, they slowly bleed off talent in Free Agency, which left the cupboard completely bare for Tomsula. Good GMs methodically replace talent that leaves through free agency, usually via the draft, but sometimes with the right FA signings (Reggie Bush was a real fucking genius move!).It just speaks to Jed Yorks faggotry.
As long as that little weasel is running things this franchise is going to be shite.
Baalke keeps missing on draft picks by making stupid ass decisions - like wasting 5th round picks on punters, taking red shirts that had devastating college injuries and never really recovered (and fell in the draft as a result, so he thought he was getting a "steal"). The jury is still out on a few guys like Armstead, Dontae Johnson, Ward, etc., but so far his only "successes" since 2011 have been Hyde and Lynch. You could maybe put Reid in that category also, but he has been fucking awful this year.
Harbaugh was Baalke/Yorks scapegoat last year and Kaepernick is that guy this year. Don't get me wrong, Kaepernick is no Joe Montana, but he's a hell of a lot better than any QB we can realistically hope to acquire. His biggest issue (and coaches that have left the team since have said the same thing) is that he doesn't trust his receivers. After the Super Bowl the coaches really expected that Kaepernick had a massive ceiling (he did). They even said that he got better and worked on almost every area of his game - except one: trust. He stopped trusting his WRs to "be there" when the ball got there. I don't know if it's the shoddy o-line play, the plays at the goal-line in Super Bowl 47, the plays at the goal-line in the NFCCG in 2013, or what, but that's why you see him rocket the ball to receivers (he doesn't throw it until the very last second, which leads to balls with no touch, or an INT), hold the ball too long, etc. He's waiting too long for guys to "get open", instead of just trusting that they'll be open when the ball is there.
I think that's why the playcalling in 2014 seemed so atrocious. I think they were calling a lot of things that were attempts at getting Kaepernick to see/read/trust his receivers better. It may have been something that they could have slowly developed into him gaining that confidence back, but with Harbaugh and his staff being used as last year's scapegoat, we'll never know.
So, for now, we get to enjoy the 2004 49ers all over again. It's going to be a long, painful journey.
