This is honestly hard to judge between. I think the Browns ability to continually fuck up is pretty impressive though. The Niners just had a coach that feuded with management, which caused a rift in a great team. Coupled with all the retirements, I still have to give the Browns the edge.
Seriously, just remember the 2014 draft...and they're right back to needing to draft a QB high again.

Also I don't think you can blame the 49ers collapse solely on the loss of Harbaugh. They lost a ridiculous amount of players from that superbowl team to injury, suspension, and retirement and that would have happened with or without Harbaugh. SF will have to make a ton of retarded personnel decisions to even think of surpassing the Browns.
