I'm not sure they actually even showed the hit. It was on the edge of the screen during a pass and then they never showed a replay, reportedly because it is a gruesome injury (broken leg above the ankle). Looked like pocked closed and someone jumped up to try and tackle him is all.

Yeah, that's pretty late, should have been a flag. Though looks a little worse because it's in slow motion.

Not dirty though, that's a legal hit on a QB, Steelers have been trying for years to get some form of horse collar protection in the pocket.

Edit: Eh, at first glance thought he was doing it will engaged with the DL, think that is partly why he jumped and also why he landed the way he did. Looks shady as hell though.
