Why are there two college teams I've never seen playing on the NFL Network right now?

(It's also been said before, but the number of teams with zero hope seems higher than ever. Bears, Jets, 49ers, arguably Bills... hell, the Browns might not be one of the 5 worst teams in the league this year.)
