maybe you got confused because of all the different actors who played 007. its always been 007 because its always been James Bond. if Connery was called James Bond and Roger Moore was Potsey Weber and Craig was Ralph Malph, then sure. nope. all named James Bond, Agent 007. its his literal employee code. i left a company in the 90s and due to reasons i returned in the early 2000s for a while. my employee code was still the same number.I thought it worked like dread pirate Roberts there's always a 007 he's always bond but that's a code name he's somebody else before he becomes 007

I think they mostly avoided it directly, but it is supposed to be the same person. Think South Park where the kids never grow up but they change with the times. 00 is his status/rank, 7 is his number. There are numerous references to other 00's in at least a couple of movies (A Roger Moore one, Sean Bean, Skyfall).
