Because it's rare for people to be happy with just PVP being enabled. They want balancing and content and shit like that all takes development resources.

I doubt anyone would have a problem if they simply enabled players to attack each other and did nothing else.

That was one thing I hated about EQ (and other games) balancing. Shit getting nerfed across the board because it was OP in PVP. They’d fucking ruin classes/abilities in PVE doing that shit. I always wished they would have had the spell just do different things depending on if it was targeted at a PC or NPC. Too hard to code I guess? Idk.

EQ did it right. One "balancing pass" which reduced spell damage, pet damage and prevented weapon looting.

The end. No microscope levels of balance or changes needed because "wizard vs necro is unfair 1v1" etc lol.
