Cameron doesn't want an English parliament as such, he'd rather go for excluding Scottish MPs from voting on legislation that no longer affects Scotland because of it's parliament. This allows the UK government to fudge what it considers to be "English" legislation and therefore who gets to vote on it.It's not going to be trouble, because he'll be able to sell it as "English Parliament" and "Decentralise power to London" which are both pretty much what Tories want to happen anyway.

Scotland had a real Ballot with actual yes and no as opposed to the Crimea ballot which was "No lets leave Ukraine" or "Yes lets go back to being a semi independent country not really ruled by Ukraine". Notice there is no option to retain the status quo? I'm sure it was just forgotten.Oh so its OK when Scotland gets to vote on independence but not when Crimea does?
