Aside from sharing the comic's publisher, it'd have thought this kinda falls into the Hancock/Kick-Ass/Chronicle/Unbreakable&Gass-category of stuff, if at the kids humour scale of things. I.e. movies taking superhero tropes and doing ... something .. with it.
Added to the fact that there're more movies coming out that apparently won't be directly in the Henry-Cavill-Gol-Gadot-verse like the Jacquin Phoenix Joker flick or the Spielberg WW2-Flyer-Squad thing.
This is absolutely connected to the current DCEU movies: Superman, Batman, Wonder Woman, and Aquaman. Hell, the trailer even shows a batarang and a newspaper article about Superman. I would not be surprised at all if there were a Henry-Cavill Superman cameo somewhere, maybe post credits.

As much as The Rock sounds badass as Lobo, The Rock doesn't do that persona, or at least he hasn't portrayed an antihero asshole in any film. Yet. At best he did an idiot religious dude, otherwise he's the hero, good daddy figure through and through. I don't even think he fits for Black Adam, but at least I can see that happening. Lobo? Have you ever watched Faster? If you haven't, watch Faster. His emotional range in that movie starts at "pissed off" and goes to "super duper pissed off get the fuck out of his way because he's trying to kill motherfuckers". He's literally out for revenge the entire movie, from start to finish.
