Pretty much, the idea is they try and keep everyone's costs down by reducing litigation. Its a great idea in theory, but I am not sure if its really that fair (socialism in Michigan?) or if it really keeps down premiums.
There are a LOT of states that do no-fault medical/injury payments from auto insurance. Probably 10+ states go no-fault where injury is concerned. Some states prevent an individual from further suing the other individual, some do not. That whole system is also decent in theory but gets abused horribly.

Its darn near impossible to give someone correct insurance advice without knowing what state they live in, the laws can vary so wildly.

Update

I talked to a few of my neighbors and my apartment manager. One of them WAS able to get her information before she left the scene. Got her name, policy number, insurance company, DOB and drivers license #.

I called her insurance company (Progressive) and updated them with my info. I got my adjusters name and contact information as well. I asked them if a rental was in order and they said they can't do anything until they complete their investigation and see the police report. The guy said several annotations are already on her claim regarding failed contact / return calls. They sent a certified letter and, so far, have not heard back from her. They will move forward without the customer if they have too but there is a grace period I suppose.

Accident was on October 9th, so its been 8 days. No police report yet and they are still waiting to talk to their driver.

No one poor goes to jail. They go to jail for not being poor and refusing to pay. Everyone else has to fully disclose their finances to the court, proving they can't pay anything - and a lie there is also a ticket to prison

No, not in those states. They have specific laws that state that nobody owes you any damages, even if they are at fault, if you didn't have your own car insured in the accident. They look at it like your car shouldn't be on the road if its not insured, it's your fault it was even out there to be hit in the first place. It's basically a penalty for not upholding your end of the bargain and insuring your vehicles. Some states might just give you a ticket, some will suspend your license, some totally bend you over and dick you if you don't carry the state minimum requirements on your end. Every state is different.

The whole "no pay if no insurance" is fairly rare, there's only a couple of states that do that, but it is out there.
I can fully understand that, uninsured cars may not be parked on the road here either (and they're easy to identify because the authorities want the license plates back when the insurance company reports your insurance is over), but I hope it really is only applied to completely uninsured cars, not just those with this extra collision insurance?

Extra question: What happens when you drive a truck into a garage in which an uninsured vehicle is parked? The garage is 20 yards away from the nearest public road.

Not having comp/collision is fine on some vehicles.

Not having uninsured/underinsured coverage, though? That's always a bad move (then again I lived in NH where self-insurance is still legal so it was basically mandatory because no one driving a shitbox had any insurance).

Ironic, went in too pay my insurance for the next year tuesday..... my car get hit parked... some shit-box mercedes that jetted when he seen me heading towards my car.... got the license plate # though.. he's fucked no insurance from him, either grrrrrr just such a pain..

Not directly related to the incidents of thread but my dad had a blowout Tuesday and called me for help. Turns out his 2013 Elantra didn't have a spare tire, jack or even lug wrench it had a can of tire foam which ironically if you use ruins a $170 air sensor.
Anyways I noticed on the rear quarterpanel some serious damage. I asked about it, said it happened while he was in a store. My piece of shit van got hit in the side and rear bumper in the past year while at Meijers and Lowes AND I witnessed a man plow into a car pulling into Time Warner Cables parking lot few months back, get out, go in pay his bill and leave without even looking at the nice car he pushed about 4 inches sideways to get into a parking spot.

Call me crazy but I never saw/had such issues for over 20 years but it seems in the last 2 years I have seen the result of or witness people literally destroying other's cars and not even batting a eye over it. Of the 2 I saw in person or by camera appeared to be in their 20's.

I just don't understand it.

Find them, and fuck with their car at night. Spray paint a big dick on it, cut the tires, open the gas cap and kick it into the side of the car, break their windows then throw a pre-mixed bag of shit, piss, and puke into the interior.

then burn a sign with lighter fluid onto their lawn that says "we're even"

I went to the grocery store a few months ago at like, 1am or some shit. 2 cars in the lot other than mine, all the rest were parked off in BFE (employees I assume). There is no other car within 8 spaces of me in any direction. Go shopping, come back out, and some dickwad decided to park next to me, ignoring every other empty spot, and parked so close I could barely open my door. Keyed up his door nice and good, and I'd do it again. Petty? Absolutely. But I'm just tired of people not giving a shit and doing that.

But I would never do that to Azeth, or I might find some dead puppies hanging out on my porch or some shit...

I'm tempted to do this to assholes at our work building parking lot that intentionally park sideways and take two spaces. It's usually some blacked out M3 with a dumbass vanity plate like "AMG SUX"

I think it's more about people these days being more self-centered cocky fucknuts who don't give a shit about anyone but themselves and don't want to take responsibility for anything at all than it is being worse drivers or careless, altho careless ties in to the not-giving-a-fuck-if-it-doesn't-benefit-me's.

Don't discount old people. I've seen my share of 80+ year old people driving who should absolutely not be. I've seen them back into people and not feel a thing. We had a guy insured who was 88 and still driving, until one day that he completely sideswiped 3 cars while driving down a residential street. He had no idea that he had even hit anything(it was all on his passenger side)

Once you get over the age of about 75, they really should make you take a driving test every year to renew your license. 80 year olds driving scare me more than 16 year olds.

My mom and her siblings didn't take away my grampa's car until he was 98 or some shit (he turns 101 in January). He shouldn't have been driving for 10+ years prior to that. Thankfully he never killed anyone or was even in any serious accidents, but his white Lincoln Continental's bumpers and fenders were covered in green, yellow, and other colors from hitting dumpsters, bollards, and probably other people's cars. About 6-7 years ago he was at a strip mall, drove in to the side of one of the buildings, and left without reporting it or calling anyone. Apparently a security guard got his plate, and the cops showed up to his condo to question him. He claimed in his broken polish-english that the brakes on his car didn't work or some shit, so they impounded his vehicle with the intent of checking it out mechanically (he honestly thought they were taking it away to fix it for him). But then the property owner decided it wasn't going to pursue him for damages, and the cops handed the keys back to my mom cause they didn't want to deal with it either. After that he only drove to/from the grocery store, probably at a walking pace. Tough situation, because he and my grandma were still living independently in a condo, my mom and her sister couldn't cart him around everywhere, and he's too fucking cheap to pay for cabs. My dad, bro and I were giving her shit for a decade that he shouldn't be driving, and being assholes, would send her links to news stories of old fogies driving through farmer's markets and killing a dozen people to try to push her along.

So yeah, I agree, there should be mandatory testing every couple years past 60, and past 75 it should be annual. All my grampa had to do was get a note from his doctor saying he was physically fit to drive. Which is fucking pointless, because his doctor was probably as old and frail as he is. Of course he's just going to sign off on that shit. Meanwhile, he's deaf, half-blind, has no strength/dexterity and has the reflexes of a stoned sloth.

We had to eventually take the keys from my grandfather after he got into two accidents fairly close to one another. One of his excuses for why he decided to just go through a red light was "I felt like I had waited long enough." At that point my parents were like "Nope."

Man, reminds me of this client we used to have. This older woman comes in, guessing about 75ish or so (just tried looking her up in the database but I'll be damned if I can remember her name), and I'm taking care of her shit and we're talking, and she's telling me that she shouldn't have even driven to our office because she's damn near blind, but she drives around anyway, but she's trading her car to some guy soon who's going to do a bunch of house repair work or some shit. Anyways, she even had me write out the check to ourselves with her checkbook because she can't see well enough to write. I was seriously tempted to call the cops or something, but that opens up some legal can of worms I wasn't as familiar with then, plus I didn't want to lose the client, etc. Not sure she ever came back to us (I never saw her again anyways), but yeah, I've thought about her a few times when I've seen Qtips driving and doing really dumb shit (likely because they can't see). Still don't know what I'd do if that situation popped up again.

Except one person is losing their independence -- which I might want to add, that I completely agree that people over the age of X should be required to do a driver's test every year to determine competency. However, you're a pretty (well, maybe not) normal person, yet you would key someone's car because they parked a little too close to you? Isn't that a misdemeanor? Also, I was comparing it to the fact that you have someone who might not be there all that much (mentally), versus someone who is.
