If a cop sees you breaking a law, no matter how minor, you absolutely do have to identify yourself.

... technically not /the/ cop - but authorities - so they have to detain you and then during booking etc. is where /technically/ they have to ID you - and CONFIRMING ID is actually something even higher up the string should be done...
However if /you/ identify yourself as "Fred" although you are "Bob" and you keep self-reporting yourself as "fred" to the authorities they can sentance "the person who is here and has self identified as fred" to jail and "bob" is going to jail....

No idea what you're trying to say, but refusing to identify yourself to the officer is a separate crime that you will be charged with. You also won't have any preliminary hearings, much less a sentencing, until you can be positively identified.
