You can probably do it with a lot of hassle, but that's really not what Kodi is for. Universal Media Server or Plex are much better choices for streaming to any of those, but none of them support DTS passthrough which makes them limited in usefulness unless you're ok withmanglingtranscoding the audio. TV shows aren't a problem since they use AC3 or AAC, but for movies it's really fucking annoying that so many new devices have intentionally ignored DTS.
If you can't connect the Kodi PC directly to your TV then the best option would be to get a second device (Amazon Fire TV, some Raspberry Pi box, etc.) that can also run Kodi and connect that directly to your TV.
Edit/Note: Have not done any of this personally yet, but I have been researching it a lot lately because the PS4 sucks at the task and I no longer have any faith that Sony will ever do anything about it. Don't have an Xbone or Chromecast, but they are just as bad. Amazon Fire TV + Kodi is the best/cheapest option I've been able to come up so far. Wish I'd figured that out when it was on sale for Black Friday, but oh well.
If you're not picky about audio quality, don't care about being able to seek/ff/rewind/use chapters/have proper subtitle support and just want a pretty UI, then Plex server + PS4 should be ok. Especially since the console client doesn't require a Plex Pass anymore.
