Jewish Judea was ruled by Herod during Jesus birth, according to (among other sources) the literal bible itself, who was a Jewish Client-King of the roman empire. And before Herod, it was the Hasemonean kings, which was also a Hebrew dynasty. As evidenced by Masada, even the roman legions and soliders in the region were almost all Jews. Also of course you had Pharisee and other jewish tribes play a prominent role. Obviously.
Roman rule was an indirect rule at the time. Hardly a measureable percentage of people with more western european heritage in the region at time, lol.
